  • History of the Faculty

The Faculty of Law had its genesis in the Law Unit of the Faculty of Management in 1997 when the university was first established as the Universiti Telekom at the Bukit Beruang campus. The primary function of the Law Unit was to service the business degrees and engineering degrees with the necessary law subjects such as Business Law, Company Law and Law for Engineers.

When the university was renamed as the Multimedia University and a second campus was established in Cyberjaya as part of the Multimedia Super Corridor project in 1999, the Faculty of Management moved to the Cyberjaya campus and a new faculty called the Faculty of Business and Law was established with the view that a law degree will be offered from there in the future. During this period of expansion, some of the law staff members moved to the Cyberjaya campus, while others stayed behind to continue performing the function of servicing law subjects in the Melaka campus.

The Law Unit at the Faculty of Business and Law finally welcomed its first batch of its undergraduate Bachelor of Law students in the May intake of 2004. In 2005, the then Center for Foundation Studies and Extension Education (FOSEE) had its first intake of Foundation in Law students which form the feeder cohort to the Bachelor of Law programme. In 2008, the first batch of law students graduated. And by March 2010, the Legal Profession Qualifying Board (LPQB) has conferred its recognition of the Multimedia University’s Bachelor of Law degree as qualifying for admission to the Malaysian Bar, with full exemption in 2012. Not long thereafter, recognition was also granted for admission to the Sabah Bar and Sarawak Bar.

On 1 January 2013, the Law Unit passed another milestone, when the Faculty of Business and Law was separated into two faculties: the Faculty of Business and the Faculty of Law. A few months prior to that, FOSEE began an exercise in downsizing by transferring all the foundation programmes to the respective faculties. Therefore, the Faculty of Law now administers both the Bachelor of Law and the Foundation in Law programme.

When the Bachelor of Law programme started in 2004, the law teaching staff members were relocated to the contingency building next to the university staff’s quarters. A law library was also set up, and the area was unofficially known as the ‘Law School’. Later when the number of teaching staff increased beyond the capacity of the contingency building, everyone was moved to the Block B building housing the Center for Diploma Programmes. Finally, in anticipation of the setting up of a separate Faculty of Law, all law academic staff were relocated again to the Academic Building, sharing with Learning Institute for Empowerment (LiFE), the newly-named FOSEE. At the same time, the Law Library was relocated from the contingency building to the ground floor of the Academic Building. The Moot Court which was set up in 2008 remains at the ground floor of the Faculty of Business building, but extensive renovation is being done to upgrade it to an e-Moot Court in 2016.

Certificate in Legal Practice (CLP) Exemption Status: MMU Law Graduates are Exempted from Taking the CLP Examination

In December 2012, the Legal Profession Qualifying Board (LPQB) of Malaysia declared that graduates with a Bachelor of Law (Hons) awarded by Multimedia University from the 2009/2010* intake onwards are given a full and unconditional exemption from taking the Certificate in Legal Practice (CLP) examination.

Law graduates with a Bachelor of Law (Hons) from Multimed ia University from 2009/2010 intake onwards are no longer required to attend the “Training Programme on Conveyancing Practice, Drafting Pleadings and Opinion Writing” conducted by the Bar Council Malaysia during their pupillage and obtain a “Certificate of Completion”.

Therefore MMU law graduates would fall within the definition of a ‘qualified person’ under the Legal Profession Act 1976 (Act 166), and may be admitted as advocates and solicitors in West Malaysia, upon completion of the prescribed period of pupillage. Similarly, MMU law graduates are also qualified to be admitted to the Bar in Sabah (State Gazette G.N.S 7/2010) and Sarawak (Swk. L.N. 151).

*MMU law graduates from intakes before 2009/2010 are, exempted from having to take the Certificate in Legal Practice (CLP) examination, on the condition that they have to attend the “Training Programme on Conveyancing Practice, Drafting Pleadings and Opinion Writing” conducted by the Bar Council Malaysia during their pupillage and obtain a “Certificate of Completion”.

See the definition of a ‘qualifying person’ on the LPQB’s website.

The e-Mootcourt is the faculty’s in-house electronic courtroom featuring up to date recording and practice-assistive technology synergistically integrated into a traditional courtroom setting.

This modern space features four rooms: the Courtroom & Gallery, the Judges’ Chamber, the Practice Room and the Sound and Control Chamber. Its wooden paneling, imposing interior facades and warm hues recall the traditional chamber effect synonymous with legal practice, while modular furniture, straight lines and angles and an airy atmosphere give the space a contemporary look and feel to maintain a sense of balance and comfort.
The Courtroom is equipped with video and sound recording facilities to capture mocktrials, moots and other activities that can be edited, stored and reviewed with the Panapto software technology. Visualisers, LCD televisions and splitters allow for realtime presentations of evidence and documents that can be viewed by judges and members in the Gallery simultaneously while keeping proceedings paperless.
As part of a wider Virtual Legal Practice Training programme, this uniquely Faculty-of-Law-take on the Intelligent Teaching Lab concept is designed to provide students with a rich and simulated experience in modern legal practice.
